First introduce the idea of a toy to the horse. Many, if not most, horses have no idea what a toy is.
First step, get a target. I like to use a cone.
Teach the horse to target the cone. First, hold the cone out. A curious horse will investigate by inching the head closer and sniffing, or touching it. Reward either try. If the horse does not respond to it right away, keep holding it up. Wait until the horse brings his nose closer or touches it. Then reward.
Once your horse knows how to target the cone in front of him, work on it in other positions. Such as down low, up high, off to the side...
